How does this happen?

What qualifies someone to receive an honorable discharge from medical Coast Guard? My best friend is only 24 years and one week in basic training, with an honorable discharge he sent home to the media. It's a bit funny, because whenever was very healthy and active. He was not hurt during training, as now swim instructor for a fitness center. I wonder, is it possible that he has had undiagnosed Years conditon? And if that is the case, was how the doctor missed it? It is devastating to his military career before it has really begun until the end.
