Need help with building muscle and losing fat?

Mid-twenties, women. I used to be 138 pounds in 5.9 " small muscles after a short period of food issues. Then, for a new work perspective, I prepared my food consumption and increased to include carbohydrates and proteins and fats, etc, to build muscle. I'm slow muscle, but quickly gained weight. Up to 160 in 6 months. Everyone tells me how I gained weight, but do not see any improvement in the tone / definition / muscle department. I workout about 4 days a week. I always start with cardio (usually 1.5 to 3 miles running, depending on the day) and then they lift weights, one day higher than the next day. By Of course, routines are varied in my calendar. My stomach is growing my minutes and my ass is expanding. What I'm doing wrong. I would also like muscular, but I want the weight lost and won. Any help?
